Introduction: The objective of this research is to examine the barriers to strategic planning within football clubs in Baghdad. By identifying and analyzing these barriers, this study aims to provide a comprehensive understanding of the challenges that hinder effective planning in these clubs. Method: A qualitative research approach, utilizing the Delphi method, was employed for this study. The Delphi method is a widely used technique in decision-making processes and in examining the accuracy of convergence in expert opinions. To collect data, the study employed a combination of document analysis, interviews, and open-ended questionnaires. A purposive sampling method was used to assemble a panel of 15 experts. Results: These barriers were grouped into eight main themes: financial constraints, infrastructural limitations, administrative challenges, socio-political factors, organizational culture, resource limitations, regulatory and policy issues, and stakeholder engagement. Furthermore, the AHP analysis revealed that financial constraints, infrastructural limitations, and administrative challenges are the three primary barriers to strategic planning in football clubs in Baghdad Governorate. Conclusion: Sustainable financial strategies, such as diversified revenue streams, enhanced sponsorships, and improved fiscal management, are essential to address these challenges.
