ABSTRACT History is undoubtedly the best evidence of the illustrious history of Islamic civilization. Nowadays also we can improve, renew and modernize, advance and empower this civilization by updating and upgrading it on its scientific and cultural dimension qualitatively and quantitatively. On the other hand, we can speak of this advancement only when be aware of the main role of two wings of scientific and cultural dimension of Islamic civilization: universities and seminaries. We seek to describe the real meaning of civilization and investigate the place of universities and seminaries in line with the advancement of this Islamic Civilization. To do this and achieving the ideal Islamic Civilization we suggest some solutions: doing based on Islamic teachings, the efforts of university and seminary elites to learn and expand the sciences, government's attention to universities and seminaries, create the spirit of self-Confidence and self-esteem in students and faculties of universities and seminaries, integrating and unifying these two, strengthening religious beliefs, upbringing scientific and cultural patterns, creating the culture of advancement and improvement of Islamic Civilization in people. It should be noted that we can speak of Islamic culture making when both universities and seminaries defend Islamic beliefs, pay attention to ethical and normal ground of Islamic Civilization, get serious the role of Mosques as a civilization construction organization, produce new capacities and do their best to promote good ethics together.
